The new Howard County Courthouse is delivered through a hybrid-financing development that includes design, building, financing and operation. The new building will be approximately 238,000 SF built on county-owned land. The $140 million public-private partnership development will replace the county’s 175-year-old courthouse in Ellicott City. The project’s development group will finance the construction and also be responsible for designing the building and handling operations and maintenance under a 30-year contract.

The facility is Howard County’s first public/private partnership and resolves deficiencies in the old Courthouse The project will result in an over 50% reduction of impervious surface and no existing trees were removed, with over 100 new trees planted.

CGL wrote the design standards and guidelines and also served as the Owner’s Representative for the project. CGL provided facility maintenance consulting and specification writing for the new courthouse delivered by public/private partnership and a 30-year operations contract. This included developing all maintenance requirements for the developer, including staffing, response, room availability, and more.

The Howard County Circuit Court is LEED Gold Certified.
