Clayton County engaged CGL in November 2010 to provide Project Management for design, construction and transition service oversight of the Clayton County Youth Development and Justice Center. The state-of- the-art juvenile courthouse replaces an outmoded and cramped juvenile court, giving judges the opportunity to affect positive change to the youth offenders in Clayton County.
CGL works closely with Clayton County Central Services, the Sheriff’s Department and Juvenile Court authorities to ensure the long-term needs of Clayton County are met. CGL has provided assistance with RFQ, RFP, and RFB responses to procure Design Services and select the Construction Manager at-Risk.
CGL provided lead comprehensive study and planning documents for the new justice center, the renovation of the historical courthouse, the renovation of the existing jail, and a sewer pump station.
CGL delivered the fast-tracked project in 28 months while maintaining the aggressive budget funded by the County’s SPLOST program. Through CGL’s aggressive and prudent management, the 1,536-bed jail and 18-courtroom complex was designed and constructed on schedule. CGL’s strict cost control measures reduced the original budget by more than $3 million and brought in the completed project $1 million under budget, not including total cost avoidance achieved by the short construction schedule.
CGL currently provides all maintenance activities for the justice center, including all preventive and corrective maintenance, emergency maintenance response, central plant maintenance and more. In this ongoing contract, CGL maintains all boilers, chillers, and HVAC equipment to keep the facility running 24 hours a day, seven days a week.
